Who cares for the elderly?

It isn't just the carers and nurses who care for the elderly in care. The cleaner, the person doing the laundry etc. get to know the people who live in care. They stop and talk, especially if both speak the same language. These workers see what happens in care. Do they have a voice? Who listens to them? Some people would but if their English language skills are limited may be not. What if they were to say something about the lack of care?
