Why so much Elder Abuse?

Why is there so much elder abuse? Many countries train care staff about elder abuse. Often it is a compulsory training. Why does it not work? Is it the staff who don't understand what it is? Is it the trainers not getting the messages across? Is it those who provide the funding for the care homes? Are they providing insufficient funding to properly staff the homes? Where do we start? One way would be to provide better training.

In 2015, 900 million were people 60 years and older. By 2050 it will be 2 billion. Many are in institutions. So more people to experience elder abuse. In the last year 1 in 6 people were abused. http://www.who.int/mediacentre/factsheets/fs357/en/ (((June2017)
